Introduction
Under the visionary and dynamic leadership of Hon’ble Prime Minister Shri Narendra Modi, the government conceived the States’ Startup Ranking Framework in 2018 to encourage states and UTs to promote good business practices for startups. The second edition of the exercise was launched in 2019 and has now been completed with active participation of 22 states and 3 Union Territories.
After the successful completion of a rigorous evaluation process, Shri Piyush Goyal, Hon’ble Minister of Railways and Commerce & Industry, announced the results of the 2nd edition of States’ Startup Ranking on 11 September 2020, at an event held at the National Media Centre, New Delhi.
The outcomes of the second exercise reveal the painstaking efforts taken by states to assist their startup ecosystems. Now most States have their own startup policies and implementation mechanisms in place. A number of rules and regulations have been amended to support startups. There are more incubators, mentoring and funding options available for startups. This year we have achieved a significant milestone- now there is at least one startup recognized from each State and UT. We are taking definitive steps towards realizing our Prime Minister’s vision of having a startup in each block of the country.

National Report
This National Report presents the overall structure, framework, evaluation process and results of the entire exercise. It is a comprehensive account of the implementation of entire exercise. The report starts with summary of startup ecosystem of the country, followed by an introduction to the Startup India Initiative. It then delves into the designing and conceptualization of the framework, and subsequent evaluation and implementation process, including intensive capacity development of the states. It also highlights the role of disruptive policies in augmenting India’s startup ecosystem. Finally, the report highlights the results of the ranking exercise, followed by the nationwide impact generated through the exercise across all seven pillars.

Download Report Compendium of Best Practices
‘Compendium of Best Practices’ outlines initiatives adopted by various States in dimensions like Institutional Support, Simplifying Regulations, Public Procurement, Incubation Support, Venture Funding Support and Awareness and Outreach. The compendium contains more than 166 good practices, which may be directly used by States to identify and implement newer initiatives.

State/UT Reports
An individual Report for each State and Union Territory is also a part of the National Report, containing an overview of that State’s Startup Ecosystem, its performance, and pillar-wise assessment of the State’s key strengths with the way forward. These reports have been especially customised to provide a roadmap to each State as per its performance and current progress.
