Introduction

The States' Startup Ranking is a periodic capacity building exercise created and released by the Department for Promotion of Industry and Internal Trade (DPIIT) to evaluate all of India's States and Union Territories (UT) on their efforts to build an ecosystem conducive to startup growth.

States' Startup Ranking was launched in February 2018 to achieve the vision of building a robust startup ecosystem in the country. It aims to evaluate the Indian startup landscape through the eyes of state / UT policy intervention and identify practices that accelerate ecosystem growth and development.

The States’ Startup Ranking Exercise has led each state / UT to have dedicated startup policies and through its annual rankings, it is able to track the evolution of these policies and the overall efforts of states / UTs in ecosystem building. The States Startup Ranking Framework accelerates efforts put in by the Center and States / UTs to enliven the entrepreneurial mindset across the length and breadth of the country. Capacity Building Measures have also been undertaken by the Startup India Team across States and Union Territories for ecosystem enablers and innovators in promoting economic growth by upholding the spirit of cooperative federalism.

States’ Startup Ranking 5.0

National Report

The National Report presents the overall structure including framework and methodology, evaluation process, and results of the entire exercise. The report encompasses aspects of the startup ecosystem of the country, evolution of the ecosystem in the states and union territories and followed by deep dive into the conceptualization of the framework and traces its evolution across the years; and subsequently the evaluation and implementation process including intensive capacity development of states / UTs. Finally, the report highlights the results of the ranking exercise, followed by the nationwide impact created through the exercise across all six reform areas.

Individual reports for each participating State and Union Territory have been designed, containing an overview of that State’s / UT’s Startup Ecosystem, its performance, and pillar-wise assessment of the State’s / UT’s key strengths with an way forward. These reports have been especially customized to provide a roadmap for each State / UT as per its performance and current progress.
