Haryana Incentives

1 Lease Rental Subsidy

ᱞᱮᱠ ᱢᱟᱱ ᱛᱮᱭᱟᱨ ᱢᱟᱯᱷ	The Startup Entity should be a “Category – 1 Startup” registered with Startup Haryana, Industries & Commerce Department as defined in the Haryana State Startup Policy 2022 and as given in (ii) below: Category 1 Startups are defined as Startups as registered with Startup Haryana in accordance with the eligibility criteria as mentioned below: ᱠ. The Startup Entity should be registered & recognized as Startup from DPIIT. b. Location: Address of Registered Office of the Startup Entity should be in Haryana. The Startup Entity should have Haryana Udhyam Memorandum (HUM) for statistical purposes. The products or processes/ services of the Startup Entity should not fall in the restrictive list as notified by the State Government under the Haryana Enterprises & Employment Policy (HEEP) 2020 and as amended from time to time. The policy /scheme is sector-agnostic and applicable to all Startup Entities irrespective of their domains(s). Startup Entities availing incentives under this scheme should not have availed similar incentives under any other State / Central Government policy. Further, Startup Entities availing incentives under this scheme will also not be eligible to avail similar incentives under any other State / Central Government policy. For the purpose of claiming rental benefits by the startups operating from the Incubator, the Incubator should be registered with Startup Haryana, Department of Industries and Commerce as per the Haryana State Startup Policy 2022. The Lease/rent agreement should be in the name of the Startup Entity or its Founder / Co-Founder / Director. There should be a valid legal lease/rental agreement for the period for which the lease rental subsidy is claimed by the Startup Entity. The rent should be paid by the Startup Entity only through a bank account transfer/ cheque of the Startup Entity. No reimbursement would be made on account of payment through the individual bank account or cash transactions.

2 Patent Cost Reimbursement

Covered Activities: Provisional Patents Filings, Filing, Patent Search, Drafting & Claims Preparations. Eligible Reimbursements: Application Filing fees, consultancy fees, search fees, maintenance fees, patent renewals, publishing fees, and other statutory fees. Non-Eligible Reimbursements: Fees paid for prosecution against authorities that have already rejected claims.
ᱞᱮᱠ ᱢᱟᱱ ᱛᱮᱭᱟᱨ ᱢᱟᱯᱷ	The Startup Entity should be a “Category – 1 Startup” registered with Startup Haryana, Industries & Commerce Department, Haryana as defined in the Haryana State Startup Policy 2022 and as given in (ii) below. Category 1 Startups are defined as Startups registered with Startup Haryana in accordance with the eligibility criteria as mentioned below: ᱠ. Reimbursement will be given post grant of Patent and after submission of the patent certificate issued by the competent authority under the relevant Patent Act.

3 ᱤᱛᱟ ᱫᱷᱚᱱ

Type of Benefit	Financial assistance as Seed Grant to eligible Haryana-based Startups.
Benefit Details	Seed grant of up to INR 10 Lakh per startup. Assistance for validation of idea, proof of concept demonstration, prototype development, traveling costs, and field/market research. Limited to INR 50,000 for traveling costs and INR 50,000 for field/market research.
ᱞᱮᱠ ᱢᱟᱱ ᱛᱮᱭᱟᱨ ᱢᱟᱯᱷ	The Startup Entity should be a “Category – 1 Startup” registered with Startup Haryana, Industries & Commerce Department, Haryana as defined in the Haryana State Startup Policy 2022 and as given in (ii) below. Category 1 Startups are defined as Startups registered with Startup Haryana in accordance with the eligibility criteria as mentioned below: ᱠ. The entity should be registered & recognized as Startup from DPIIT. b. Location: Address of the Registered Office of the Startup entity should be in Haryana. The Startup Entity should have Haryana Udhyam Memorandum (HUM) for statistical purposes. The products or processes/ services of the Startup Entity should not fall in the restrictive list as notified by State Government under the Haryana Enterprises and Employment Policy 2020 and as amended from time to time. The policy/scheme is sector-agnostic and applicable to all Startups irrespective of their domains(s). Startups availing incentives under this scheme should not have availed similar incentives under any other State Government policy. Further, Startups availing incentives under this scheme will also not be eligible to avail similar incentives under any other State Government policy. For Travelling Cost ᱠ. The travelling cost (domestic/ international) will include travel through AC 2 Tier/AC Chair Car, AC Bus or lower or Airfare in economy class for participation in conferences, seminars, trade fairs, exhibitions, or any events related to Startups. b. Accommodation expenses, local travel, and any other participation fees will not be covered under this head. c. Only founders, co-founders or directors of the startup will be eligible for the assistance and only two members will be eligible in a single trip. For Field/ Market Research: Assistance towards carrying out field/market research may include: a. Expenses incurred in primary market research. b. Market survey on social media platforms. c. Procuring research papers/ journals either online or offline.

4 SGST Reimbursement

Type of Benefit	Fiscal support in the form of "Reimbursement of Net SGST" to eligible Startups based in Haryana.
Benefit Details	Financial support of 50% Net SGST will be reimbursed for a period of 7 years. The reimbursement is capped at 100% of the Fixed Capital Investments (FCI). Net SGST reimbursement is applicable on the sale of eligible products and services. Eligible units must first utilize all eligible Input Tax Credit (ITC) before adjusting the SGST amount through the Cash Ledger. Fixed Capital Investment (FCI) includes investments in new construction, plant and machinery, tools, equipment, software, and IT infrastructure
ᱞᱮᱠ ᱢᱟᱱ ᱛᱮᱭᱟᱨ ᱢᱟᱯᱷ	The Startup Entity should be a “Category – 1 Startup” registered with Startup Haryana, Industries & Commerce Department as defined in the Haryana State Startup Policy 2022 and as given in (ii) below. Category 1 Startups are defined as Startups registered with Startup Haryana in accordance with the eligibility criteria as mentioned below: ᱠ. The entity should be registered & recognized as Startup from DPIIT. b. Location: Address of the Registered Office of the Startup entity should be in Haryana. The Startup Entity should have Haryana Udhyam Memorandum (HUM) for statistical purposes. The Startup Entity should have obtained No Objection Certificate (NOC)/ Change of Land Use (CLU)/ clearance(s)/ any other statutory compliances from the respective competent Authority, wherever applicable. The products or processes/ services of the Startup Entity should not fall in the restrictive list as notified by State Government under the Haryana Enterprises and Employment Policy 2020 and as amended from time to time. The Startup Entity should be in commercial operations at the time of submission of the application as well as at the time of availing the benefit. The policy/ scheme is sector-agnostic and applicable to all Startups irrespective of their domains(s). Startup Entities availing incentives under this scheme should not have availed similar incentives under any other State / Central Government policy. Further, Startup Entities availing incentives under this scheme will also not be eligible to avail similar incentives under any other State/ Central Government policy. The incentive shall not apply to any tax/ amount that may become payable due to any show-cause notice issued by the department on the grounds of collusion, fraud, misinterpretation, and other similar grounds mentioned in the GST law requiring penal action. The incentive shall not be given in respect of any tax credits which the taxpayer has failed to avail on any grounds whatsoever (e.g. late filing of prescribed return or fraudulent conduct of supplier etc.) The Startup Entity shall first exhaust the available credit while discharging its output liability towards State GST. If the eligible unit has shown its inter-state supplies as intra-state supplies through an intermediary/ marketing network/ or any other middleman, either directly or indirectly controlled by it, in order to get higher incentives then benefit to the eligible unit shall be liable to be cancelled with effect from the date of such contravention, and the eligible unit shall be liable to return forthwith the incentives availed together as per penal action (Section 13) defined in the scheme. All benefits to Startup Entity shall be subject to a maximum of 100% of Fixed Capital Investment. The incentives availed during the policy period will be valid for the defined incentive period as per the policy and the new policy/amendments will not have any retrospective impact on existing units which are availing incentives under the policy.

5 Reimbursement for Cloud Storage

Benefit Details	75% reimbursement of expenses incurred for cloud computing/storage on Haryana-based Data Centres up to INR 2.5 Lakhs per Startup per annum for a period of 5 years. Startup entities that have incurred expenses against the hosting services taken by them between the policy period i.e. 07.07.2022 till 06.07.2027 can apply annually for reimbursement of cloud services under this scheme.
ᱞᱮᱠ ᱢᱟᱱ ᱛᱮᱭᱟᱨ ᱢᱟᱯᱷ	The Startup Entity should be a “Category – 1 Startup” registered with Startup Haryana, Industries & Commerce Department as defined in the Haryana State Startup Policy 2022 and as given in (ii) below. Category 1 Startups are defined as Startups registered with Startup Haryana in accordance with the eligibility criteria as mentioned below: ᱠ. The entity should be registered & recognized as Startup from DPIIT. b. Location: Address of Registered Office of the Startup Entity should be in Haryana. The Startup Entity should have Haryana Udhyam Memorandum (HUM) for statistical purposes. The Startup Entity should either be in Pre-Commercialization Stage or should be in regular Commercial Operations at the time of submission of the application. The entity in the Pre-Commercialization stage will be allowed to avail the benefit for 2 years only. Thereafter the Startup Entity should be in the commercial operations for availing the incentive under this scheme. The products or processes/ services of the Startup Entity should not fall in the restrictive list as notified by the State Government in the Haryana Enterprises & Employment Policy (HEEP) 2020 and as amended from time to time. The policy/ scheme is sector-agnostic and applicable to all Startups irrespective of their domains(s). Startups availing incentives under this scheme should not have availed similar incentives under any other State/ Central Government policy. Further, Startups availing incentives under this scheme will also not be eligible to avail similar incentives under any other State / Central Government policy. The Data Centre from which the hosting services are taken by the Startup Entity should be minimum Tier II certified or above by any Data Centre certification provider like uptime institute, etc. The billing/invoice for the hosting services should be in the name of the concerned Startup Entity only. No reimbursement for the billing in the name of any individual shall be allowed. The hosting charges should be paid through the bank account of the Startup Entity only. No reimbursement would be made on account of payment through the individual bank account or cash.

6 Assistance In Acceleration Programs

Benefit Details	Support Startups up to INR 2.5 lakh per year to attend National Acceleration Programs. For any financial year, Startups can attend multiple Acceleration Programs subject to an overall ceiling of INR 2.5 lakhs for National Acceleration Programs. Under this scheme, the fees paid by the Startup Entity towards Acceleration Program would be reimbursed post-completion of the Acceleration Program and only to those Startups who have taken prior in-principle approval before attending such Acceleration Program as per the guidelines defined in Section 6 of this scheme document.
ᱞᱮᱠ ᱢᱟᱱ ᱛᱮᱭᱟᱨ ᱢᱟᱯᱷ	The Startup Entity should be a “Category – 1 Startup” registered with Startup Haryana, Industries & Commerce Department as defined in the Haryana State Startup Policy 2022 and as given in 5 (ii) below. Category 1 Startups are defined as Startups registered with Startup Haryana in accordance with the eligibility criteria as mentioned below: ᱠ. The entity should be registered & recognized as Startup from DPIIT. b. Location: Address of Registered Office of the Startup Entity should be in Haryana. The products or processes/ services of the Startup Entity should not fall in the restrictive list as notified by State Government under the Haryana Enterprises and Employment Policy 2020 and as amended from time to time. The Startup Entity should have Haryana Udhyam Memorandum (HUM) for statistical purposes. The policy /scheme is sector-agnostic and applicable to all Startups irrespective of their domains(s). For any given Acceleration Program, Startups availing incentives under this scheme should not have availed similar incentives for the Acceleration Program under any other State / Central Government policy. Further, Startups availing incentives under this scheme for an Acceleration Program will also not be eligible to avail similar incentives for the Acceleration Program under any other State / Central Government policy. Eligible Institutions: The Acceleration Program should be conducted by competent institutions. The competent institutions in this case would be: a. Incubators: Incubators that are registered with Startup Haryana, under the aegis of the Industries & Commerce Department as defined in the Haryana State Startup Policy 2022. b. Angel investors & Venture Capital (VC) Firms: Angel investors & Venture Capital (VC) Firms registered with SEBI/ Banks. c. Academic Institutions: Academic institutions fulfilling the below-listed criteria: Any University approved by University Grants Commission (UGC)/ National Assessment and Accreditation Council (NAAC). Government Approved/ affiliated/ recognized Higher or Technical Educational Institutions. R&D centers approved by the Ministry of Science and Technology, Government of India. Any other institutes as approved by the competent authority. d. Private/ Institutional Accelerators: Private/ Institutional Accelerators Firms that meet the following conditions: Type of registration/ incorporation of Private/ Institutional Accelerators: Private Limited companies (including Section 8 and Section 25 companies) registered under the Companies Act 1956 or Companies Act 2013. Limited Liability Partnership Firms incorporated under the LLP Act 2008 or later. Societies registered under the Societies Registration Act 1860 / Haryana Registration and Regulation of Societies Act 2012. Trusts registered under the Indian Trust Act of 1882 Co-operative Societies governed by the respective state’s Co-operative Societies Act or by the Multi-State Co-operative Societies Act, 2002. Statutory bodies i.e. entities created through Acts of Parliament. Any other as approved by the competent authority. 2268 HARYANA GOVT. GAZ. (EXTRA.), JULY 23, 2024 (SRVN. 1, 1946 SAKA). The Accelerator should have at least 3 years of experience in running acceleration programs. The Accelerator should have conducted at-least 5 acceleration programs as on the date of application. The assistance amount would be reimbursed only to entities who have taken prior ‘In-principle Approval’ to attend the acceleration programs at least 5 days before the commencement of the national acceleration program. Only Founders/co-founders/ Directors of the Startup (maximum of 2 members) are allowed to avail of reimbursement/assistance to attend acceleration programs under this scheme. The amount would be reimbursed towards the program fee of the acceleration program only. No travel and accommodation expenses will be reimbursed. The assistance amount would be reimbursed only after completion of the acceleration program and submission of supporting documents by the Startup Entity. The total incentive, in one financial year, that the Startup Entity can claim will be INR 2.5 lakhs to attend national acceleration programs. Every year throughout the duration of the policy, Startups can apply for multiple acceleration programs, however, the incentive will be limited to Rs. 2.5 lakhs per financial year. For every new Acceleration Program which Startups Entity intends to attend, a fresh application needs to be submitted for availing of the benefits under this scheme. Only Acceleration programs of a duration of 3 months or more and are conducted more than 50% in physical (in case of hybrid) are eligible for reimbursement under this scheme..

1 Capital Subsidy Scheme

Benefit Details	Government Host Institutes shall be provided capital grant of 50% of Capital Investment (excluding land cost) for setting up Incubator, subject to max INR 2 Crore. Private Host Institutes shall be provided capital grant of 50% of Capital Investment (excluding land cost) for setting up Incubator, subject to max INR 1 Crore. A maximum of 05 Private Incubators every year will be eligible.

2 Reimbursement on Rental Charge Scheme

3 Stamp duty and Registration Reimbursement Scheme

4 Mentoring Assistance Scheme

5 Assistance for participating or organizing Fair/ Exhibition

Type of Benefit	Financial Assistance for Participation/Organization of National/International Events
Benefit Details	Industry Associations/Incubators/Government departments leading a delegation of startups to National and International Fair/ Exhibition or for organising such fair/ exhibition/seminars shall be provided financial assistance on actual basis subject to maximum INR50 Lakh. A Maximum of 12 such events would be supported by the state government annually.

6 Electricity Duty Reimbursement Scheme

1 ᱢᱩᱨᱟᱹᱭ ᱨᱮᱭᱟᱜ ᱢᱩᱨᱟᱹᱭ

Benefit Details	Haryana government would create a corpus fund of INR 100 Cr dedicatedly for category I funding to meet the funding requirement for scalability of Startups. The fund features would be as follows: The State Government shall set up a fund with an initial corpus of INR 100 Cr to be invested over a period of 5 years as the Alternative Investment Fund (AIF) identifies investment opportunities. The Fund would be about the nature of FoF, which means that it will not invest directly into the Start-ups, but shall participate with capital commitment in SEBI registered Category 1 AIF Venture Funds. SIDBI would manage this Fund and would make the disbursement to Venture Capital Fund after due diligence, once the condition is fulfilled. The mandate would be given by state government to make 10% contribution in the total corpus of the VC Fund subject to the condition that VC invests twice the amount contributed by the State Government in the startups based in Haryana. The proportionate return or proceeds from the Venture Funds shall be remitted back to the FoF. This returns along with Capital gains shall be used to continue to fund Venture Funds to continuously support rapidly growing start-up eco-system. The State Government in total would contribute 10 % of the funds size to be raised by VC and it shall be released only when the VC makes investment in Haryana based Startup.

1 New Incubation Centres in Government Universities and other Government Institutions

Financial assistance up to INR 10 Lakh per Incubator for existing incubators in Government Universities and other Government Institutions for upgrading facilities with new-age technologies such as the Internet of Things (loT), FinTech, Robotics, and Artificial Intelligence amongst others.

2 Assistance for new Startup warehouse/ Innovation campus Scheme

3 Mobile App Development Centre

In case of setting up of Mobile Apps Development Centre directly by above-mentioned Associations/ Industries Bodies, the Financial Support will be reimbursed post expenditure and commencement of operations of Mobile Apps Development Centre.

Financial support of INR 4 Crore for capital expenditureto any Government Departments or any Government entities for creating Mobile Apps Development Centre in collaboration with Internet & Mobile Association of India/ Central/ State Government Universities/ any other relevant industrial association/ body found suitable by the State and yearly support of INR 1 Crore for three years at Panchkula, Hissar & other potential locations in Block 'C' and Block 'D'. In case of setting up of Mobile Apps Development Centre directly by above-mentioned Associations/ Industries Bodies, the Financial Support will be reimbursed post expenditure and commencement of operations of Mobile Apps Development Centre.

5 Startup Competition Assistance Scheme

Type of Benefit	Financial assistance for Startup Competition
Benefit Details	To encourage entrepreneurship culture in colleges, Eligible Institutes of National Importance, State Universities & Central Universities based in Haryana, established Incubators in these institutions premises to be supported by State Government to organize such Startup competition fest annually. The state shall provide assistance upto the limit of INR 20 Lakh per event.
