INCENTIVES

1 GST Reimbursement

2 Stamp Duty Reimbursement

Benefit Details	100% reimbursement of Stamp Duty/Registration fees/Conversion fees paid on sales/lease deeds for first transaction

3 Digital Upgradation Subsidy

Benefit Details	Startups with MASI shall be eligible for subsidy at 50% of capital expenditure for purchase of computers, related hardware, purchase of relevant software subject to ceiling of INR 1 lakh per startup

4 Lease Rental Reimbursement

Benefit Details	Startups with MASI shall be eligible for 50% lease rental reimbursement for a maximum period of 3 years subject to a ceiling of INR 5 lakh. It may include any rent being paid to an incubator/co-working

5 Power Subsidy

Benefit Details	Power subsidy @50% subject to a limit of Rs 10 lakh pa for a period of 5 years

6 100% Reimbursement on Patent Filing Cost

Type of Benefit	Fiscal
Benefit Details	The Government shall reimburse up to 100% of the actual costs (including filing fees, attorney fees, search fees, maintenance fees) with a maximum limit of Rs 1 lakh for filing a domestic patent and up to Rs 5 lakh for filing an international patent. This reimbursement shall be payable 75% after the patent is filed and the balance 25% after the patent has been granted

7 Incentives for Hiring Women, Transgenders and Differently Abled

Benefit Details	Special one-time incentive of Rs. 5,000 per candidate subject to an upper limit of Rs. 1 lakh per startup for a period of 3 years

8 Marketing and Promotion Assistance

Benefit Details	Startups with valid MASI shall be eligible for reimbursements of 50% of the actual costs (including travel) incurred by startup in international marketing, states promotion, trade show participation, market research etc. Subject to a maximum of Rs 5 Lakhs per startup

9 Preferential Market Access

Type of Benefit	Non-Fiscal
Benefit Details	Preferential Market Access shall be given to startups with MASI for products procured by all Government Departments of Assam. Relaxation of prior turnover and prior experience shall be given subject to meeting of all quality and technical specifications

10 Self - Certification & Compliance

Type of Benefit	Non-Fiscal
Benefit Details	Startups with MASI shall be exempt from the inspections under the following acts and the rules framed under, barring inspections arising out of specific complaints. Building and Other Constructions Workers’ (Regulation of Employment and Conditions of Service) Act 1996 The Inter-state Migrant Workmen (Regulation of Employment and conditions of service) Act, 1979 Payment of Gratuity Act, 1972 Contract Labour (Regulation and Abolition) Act, 1970 The Employees Provident Funds and Miscellaneous Provisions Act, 1952 The Employees State Insurance Act, 1948

1 Assistance for Creation of Incubation Centers

Type of Benefit	Fiscal
Benefit Details	Financial assistance to encourage setting up of incubation centres by IIT, Engineering Colleges, Universities, Biotechnology Park, Information Technology Park, Educational Institutions, Trade & Industries Associations etc. will be provided by the state government upto a maximum of 75% grant, subject to a limit of maximum Rs. 5 Cr to such institutions/organizations towards cost of construction of building, equipment, connectivity etc.
Eligibility Criteria	Aspiring/existing incubator established in a University/Educational Institute or a Corporate/PSU will be eligible
